I have plaster walls and want to know what my options are when it comes to hanging a picture.

Actually, your choices include every available picture hanging device that we know of. Where some fasteners won’t work well with drywall, all fasteners work with plaster. Plaster is wood-backed cementicious medium that derives considerable strength from the two layers of material. Toggle bolts and molly bolts – that work especially well for heavier hangings – are a great match for the big heavies. By the same token a 4 penny nail works equally well for tiny, light weight hangings. If your plaster finish is smooth you can even use the new removable picture hangers. It’s always nice when you can remove a picture and remove the hangar without damaging the wall or the paint finish.
